Sometimes I don't use my turn signal because I am in a lane that is already going to turn. To me, if I used my turn signal, I would have to deviate from the lane that I am already in.
I often do it out of road rage. If another driver has made me mad then I will cut him off without my blinker. Other times, I do not use it on roads where there are no cars.
I don't do it to make people mad,often times I just simply forget or am doing something else. Although, I don't always use my turn signal, I believe that people, including myself, need to become more aware of the small things in driving that make a big difference.
I don't use my turn signal if I'm in the turning lane. Everyone else behind me knows that I'm going to turn left, so I don't think it is necessary to signal left when every driver knows that I'm going to turn left.
Most often I do use my turing signal but sometimes I forget beacuse when I drive it is my time to think about things which sometimes means that I forget little things like my turning signal.
Because sometimes it is just to exhausting to cover the 3 inch distance from the steering wheel to the turn signal, let alone actually switching it on. I also may not use a turn signal if I can see that there is no one around, because then I feel that it is unnecessary and just one way that I can make my life a little easier.
Sometimes I am just lazy and don't want to reach over to use it. I also get annoyed with the clicking sound it makes so I wait till the absolutely last second to use it, and then I tend to decide to not use it all all.
I don't use my turn signal when there are no cars or people in sight. Because it is used to "signal" others the direction you are going, it is unnecessary when others are not around.
I don't usually use my turn signal if someone is following me home and they know where I live or if they are following me to do an activity. If I don't know the person, I always use my turn signal.
I don't use my turn signal while driving in traffic because people where I live don't like to let you cut in front of them. It's easier to just cut them off. Naturally I get mad when someone does this to me but it's just the way things go.

Usually it's becuase I'm on the cell phone or holding a drink.
That doesn't stop me from being annoyed when someone else doesn't signal.
