Honestly for me it could be one of two things. Either i simply forget to clean up, or I tell myself I will put it off until a later date or time. Procrastination is never the right solution, but in the heat of the moment it seems like a good thing to try especially when you have more excitable things to be doing.
People are just lazy. My brother refuses to clean his room, and when anyone else cleans up he immediately goes and dirties up the freshly cleaned area. In his eyes he does it to make everyone else miserable as a form of control.
I also believe that procrastination is one of the main reasons that I might not clean up after myself sometimes. I will even tell myself that I won't feel like cleaning something like my room later, nor will I possibly have time, but still refuse to do what needs to be done out of procrastination. For the most part however, I try and always clean up my dishes etc. it's mostly just a room problem for some reason for me.

I'm a horrible procrastinator and I just tell myself I will do it later.
