It is popular. Trying to fit in with the crowd.
When i was younger I did this but not anymore because I have grown out of this behavior.
Ever since I was a little girl I have preferred wearing my pants on my hips. I can't stand pulling pants up to my belly button. It's so uncomfortable.
Personally, it is more comfortable than wearing them all the way up on your hips.
